Zhang Guobao, deputy director of the National Development and Reform Commission and director of the National Energy Administration, said in a speech at an economic forum held recently that China's nuclear power development potential is great, and it is timely to promote the development of nuclear power.
Energy development faces deep contradictions
Zhang Guobao said that from 1979 to 2006, China's energy consumption grew at an average annual rate of 5.4%, while the average annual GDP growth rate reached 9.7%. Basically, the energy consumption has doubled and the total economic output has quadrupled. While achieving outstanding results, China's energy development also faces some deep-seated contradictions and problems. For example, the energy structure is dominated by coal, and the proportion of clean and high-quality energy is low. Over the years, the proportion of coal in China's total primary energy production has remained high, generally maintained at 70%-75%.
Rethinking the snow and ice disaster that has just passed, we can see that China's energy supply is too dependent on coal, long-distance transportation, and fragile supply and demand balance, lurking major security risks. At the same time, in the face of increasing energy demand and the external environment of high international oil prices, if we continue to follow the old path of extensive development, at the expense of resources and the environment, we will receive resources, environment and transportation by increasing coal production to ensure energy supply. And many other constraints are difficult to sustain.
Nuclear power has begun to develop itself
When it comes to optimizing the energy structure, which kind of energy development and utilization should be put in the first place, Zhang Guobao said that the first thing is to accelerate the development of nuclear power. Nuclear power is a clean and efficient energy source with less pollution and near zero emissions of greenhouse gases. China has put into operation nuclear power installed capacity of about 9 million kilowatts, accounting for 1.3% of the total installed power, the proportion is very low. At present, the proportion of total power generation in nuclear power plants in the world is 16% on average, and the proportions in France, Japan, and the United States are higher. Drawing on international successful experience, China's nuclear power development potential is very large.
He believes that the current development of nuclear power in China is at the right time. First of all, the understanding of all aspects of society has become unified, recognizing that the development of nuclear power is an urgent and strategic choice for China's energy orderly and healthy development. Secondly, in practice, a large number of talents with good business quality, high management level and ability to adapt to nuclear power construction and operation have been trained. At the same time, the level of nuclear power technology and equipment manufacturing capabilities have also been greatly improved and breakthrough, initially with the ability to independent innovation and self-development.
We plan to adjust the medium and long-term development of nuclear power, strengthen the development of coastal nuclear power, scientifically plan nuclear power construction in inland areas, and strive to achieve a total installed power of more than 5% of nuclear power in 2020. In the medium and long term, we will gradually establish and improve the modern nuclear industry system, nuclear fuel cycle system and safety system. By combining absorption and independent innovation, we will form a nuclear power technology system with independent intellectual property rights, laying a solid foundation for the development of nuclear power. At the same time, we will actively participate in the international joint research and development of the fourth generation of nuclear power technology and thermonuclear technology.
Wind power hydropower has broad prospects
When introducing the potential of energy development in other fields, Zhang Guobao said that wind power generation has great potential for development. In 2007, the total installed capacity of wind power has reached 6.05 million kilowatts, and 4.2 million kilowatts under construction. At present, the scale of wind power ranks fifth in the world. The next step is to speed up the construction of a million kilowatt wind power plant, drive the development of the wind power equipment R&D and manufacturing industry, and form an annual self-equipment capacity of 10 million kilowatts as soon as possible. At the same time, scientific planning, focusing on the construction of three 10 million kilowatt-class wind farms in Gansu Hexi Corridor, North Jiangsu Coast and Inner Mongolia, to build the wind power Three Gorges Project, because the total installed capacity of the Three Gorges is 18.2 million kilowatts, and a wind farm of 10 million kilowatts will be built. Isn't it equal to a Three Gorges? According to this development speed, wind power installed capacity can reach 10 million kilowatts this year, and it is expected to reach 20 million kilowatts in 2010, building China into the world's largest wind power developing country. At the same time, we will make overall plans to actively promote the industrialization of other renewable energy sources such as biomass energy and solar energy. In particular, we must speed up the development of renewable energy in rural areas, adapt to local conditions, adapt to urban conditions, and coordinate urban and rural energy development. We will strive to increase the proportion of renewable energy other than hydropower in China from 2020 to around 6%.
The other is hydropower. China's hydropower resources are very rich, and the resources that can be developed are about 540 million kilowatts. At the end of 2006, the installed capacity has reached 130 million kilowatts, and the degree of development and utilization is only 24%, far lower than that of developed countries such as the United States and Japan. We are accelerating the development of hydropower. Recently, we have started major hydropower projects such as Xiluodu on the Jinsha River, and strive to achieve a hydropower installed capacity of around 300 million kilowatts in 2020. At the same time, further implementation of key projects such as power transmission from west to east. Optimize the allocation of power resources in a wider scope and promote the scientific utilization of hydropower.
Strengthen international cooperation and utilize two resources
Zhang Guobao said that optimizing the energy structure is an objective need and strategic requirement for the coordinated development of China's energy and environmental economy. It is a long-term and arduous historical mission. We must actively innovate energy development concepts and models. The fundamental way to optimize the energy structure lies in implementing the scientific development concept and implementing energy diversification and clean development on the basis of energy conservation.
To fundamentally solve the problem of energy supply, especially the replacement of fossil energy, we must vigorously promote energy science and technology progress and independent innovation. On the one hand, it is necessary to rely on the construction of key energy projects to break through key technologies such as deep-sea oil and gas resources development and energy conservation and environmental protection of advanced nuclear power plants. On the other hand, we must actively track and participate in the development and research of leading technologies such as hydrogen energy and fuel cells, natural gas, hydrates, carbon capture and storage, nuclear fusion, and ocean energy utilization. At the same time, it is necessary to strengthen international cooperation, make full use of both domestic and foreign resources, and two markets, implement strategies for going global and introducing, and jointly safeguard global energy security.
