3. The respondent's qualification requirements
3.1 The respondent and his answering product must meet the following general qualification requirements:
3.1.1. The respondent must be a legal person or other organization legally registered in the territory of the People's Republic of China and have the ability to undertake the procurement of items in terms of personnel, equipment, funds, etc.;
3.1.2, this procurement does not accept the Commonwealth bid;
3.1.3. This purchase does not accept agency response.
3.1.4. The responder must not have one of the following situations:
(1) An affiliate (unit) who does not have an independent legal personality for the purchaser;
(2) Providing procurement agency services for procurement of procurement projects;

1. 4. Acquisition of procurement documents
